Indonesian Government to Offer 43 Infrastructure Projects Worth USD 52 Billion Next Year

BANDUNG, November 14 (EngineeringDaily) -- The Indonesian government plans to host 43 infrastructure projects next year, worth a total of USD 52 billion. These projects will be offered under the public-private partnership (PPP) scheme. According to the Director of Public-Private Partnership for the National Development Planning Agency (Bappenas), Bastary Panji Indra, the projects consist of 8 ready-to-offer projects, 11 prospective projects, and 24 potential projects.

The 8 projects that are ready to enter the construction phases are worth a total of USD 6.59 billion. They include the Soekarno Hatta-Halim Airport express railway, the Tanjung Enim-Tanjung Api railway in South Sumatra Province, Bandung Light Rail Transit (LRT), the Pasir Koja- Soreang toll road in West Java, the water supply system (SPAM) for West Semarang in Central Java, the SPAM for Pondok Gede in West Java, the SPAM for Pekanbaru in Riau Province, and the disposal waste management systems in Bogor and Depok in West Java Province.

The government also plans to transfer the management of 10 airports to the private sector. The airports under consideration are Fatmawati Soekarno Airport in Bengkulu, Hanandjoeddin Airport in Belitung, Radin Inten II Airport in Lampung, Tjilik Riwut in Central Kalimantan, and Juwata service in North Kalimantan.

To accelerate this infrastructure agenda, Bappenas will also look to revamp the PPP mechanism. One area that will be discussed is how to implement a performance-based annuity scheme (PBAS), which requires contractors to be responsible for the quality of their work for several years after their projects are completed. A PBAS scheme has been implemented in Malaysia, and has proven to be more profitable and effective at overcoming many barriers to investment.

The detailed projects for next year’s agenda will be published in PPP Book 2015 released by Bappenas.
