HANOI, May 2 (Engineering Daily) -- Prior to the closing of the tender two working days, the contractor or investor who has not yet confirmed the registration of information on the national bidding networks, shall not be allowed to participate in bidding for packages or projects.

The reader Dang Truong Giang - Nghe An province has asked the following questions: “I am preparing a dossier of international prequalification for the investment project on the construction of highways under BOT form. Under the guidance of the Ministry of Planning and Investment, the investor must register on the National Bidding Network. I would like to ask, shall foreign investors first bidding for the selection necessarily register on the national bidding network?”

The Ministry of Planning and Investment responds to this issue as follows:
According to the provisions of Clause 1, Article 37 of Joint Circular No. 07/2015 / TT-BKHDT-BTC dated 8 September 2015 of the Ministry of Planning and Investment and the Ministry of Finance, starting from 1/7/2016, prior to the bid closing time of two working days, the contractor or investor who has not yet confirmed the registration of information on the national bidding network system shall not be allowed to participate in bidding for packages or projects that have selective forms specified in Articles 20, 21, 22, 23, 24, 25 and 26 of the Bidding Law.
