HANOI, May 31 (Engineering Daily) -- By 2020, Hanoi will continue to focus on infrastructure investment as the basis for addressing the current traffic jams and leveraging for the socio-economic development of the Capital city. In the period of 2017-2020, Hanoi will mobilize about VND 452,239 billion (equivalent to about USD 20 billion) to invest 38 urban infrastructure projects.

Breakout actions in the coming years

With the same point of view that the transport infrastructure contributes greatly to the socio-economic development and the reduction of congestion and traffic accidents for Ha Noi capital, Deputy Minister of Transport, Nguyen Hong Truong highly appreciates the Ministry for the close coordination to create the most favorable conditions for investors and contractors to participate in the construction of works in the city.

In particular, Ha Noi has actively supported the work of site clearance, traffic distribution and guidance and security protection. In the 2017-2020 period, with a vision to 2030, Ha Noi Department of Transport should continue to closely coordinate with the Ministry of Transport and relevant ministries and agencies to improve legal institutions and policies in the transport sector; Continue to adjust the deployment of transportation system, connecting the northern and southern provinces; Completed investment of Phap Van - Cau Gie route, phase II. The Ministry of Transport will also continue with Hanoi to invest in Ring Road 4.

According to Vu Van Vien, the Resolution of the Party Congress of Hanoi City, Cycle XVI (2015 - 2020) continues to identify the synchronous development and modernization of urban and rural infrastructure, which is one of three breakthroughs. In this term, the City focuses on completing and putting into use two urban railway lines, basically completing the ring roads; Renovate and upgrade the radial routes; Continuing to build and modernize public traffic management and administration systems, to build synchronously the transport infrastructure in the suburbs to gradually shift the industrial zones, universities, research institutes and hospitals out of the inner city.

The Department of Transport has proposed to the City People's Committee to focus on reviewing the completion of the planning of transport infrastructure development in Hanoi on the basis of suitability with the task of socio-economic development, land use planning and General planning of Hanoi capital to 2030 with vision 2050; to select important traffic works so as to prioritize investment in construction in compatibility with the capacity to mobilize investment resources in the 2017-2020 period, thus creating economic integration and development of key Northern economic zones and economic development in the Capital Region; to perfect the management mechanism, encourage and attract social capital sources for investment in transport infrastructure in the form of PPP, BT and BOT.

It is noticed that the Hanoi City Council has passed a resolution on key projects; the medium-term public investment plan for the period 2017 - 2020 of the capital, the list of sectors of investment in socio-economic infrastructure prioritized development of the locality, including the key traffic works . Accordingly, Hanoi will spend a total investment of about VND 452,239 billion for 38 urban transport infrastructure projects.

In order to effectively implement the projects and key works of the city in the 2017-2020 period, the city will need to focus on solutions to mobilize resources for investment and to meet the investment demand of key projects in the coming years, prioritizing the allocation of capital construction capital for key projects and works; Apply flexible operating mechanism for site clearance, allowing disbursement according to the approved site clearance, regardless of the level of capital allocated to the plan; To elaborate a scheme on issuance of bonds to build the capital to supplement capital for key projects and works.

Hanoi will have to force and mobilize the strength of the whole society to develop synchronously and modernize urban and rural infrastructure.
