HANOI, May 11 (Engineering Daily) -- The Ministry of Transport has approved the Technical Assistance Document for preparation of the North-South Highway Construction Project in the East of Nghi Son - Dien Chau section and the Dien Chau - Bai Vong section under the form of PPP.
Accordingly, the Asian Development Bank (ADB) and the French Development Agency (AFD) are the project sponsors. Total project investment is USD 1,284,886 (equivalent to VND 28.98 billion), of which specialists' salary is VND 17.53 billion, other expense is VND 6.42 billion, VND 2.39 billion for taxes and provisions of VND 2.63 billion.
The objective of the project is to support the Ministry of Transport to develop PPP investment, promote private sector investment in North-South express development in general, Nghi Son - Dien Chau section and Dien Chau - Bai Vong section in particular; to improve the capacity of the Ministry of Transport on the form of PPP investment step by step.
Within the framework of the project, additional research will be carried out for two expressways such as reviewing the legal and institutional framework; conducting traffic surveys / vehicle counts, relevant socio-economic forecasts; analysis of financial feasibility; risk assessment and development of risk distribution mechanism.
