HANOI, June 13 (Engineering Daily) -- The international bidding experts are paying attention to the DBO (Design-Build-Operate) contract in the field of waste water treatment. This is the good chance for Government to make use of the Contractors’ creativeness and commitment of responsibility in order to bring the highest effectiveness for the projects.
Hot investment condition of the foreign Contractors
The WB statistics show that the waste water treatment project implemented under DBO contract will help the Contractors to reach more public funds in this field, furthermore, public funds is saved with high rates when private participating. "We conducted a survey in the United States and Philippines, they all showed, each package applying DBO contract form has always attracted the participation of more than five bidders. Particularly in Manila, the savings of 5 DBO contracts awarded was over $ 17 million", Anna Wielogorska shared.
Particularly in Vietnam, the experts said, only Da Nang has implemented the DBO contracts and got positive signals so far. For example, Da Nang Infrastructure Investment project and Da Nang Sustainable City Development project all applied this contract model. Hoa Xuan Waste Water Treatment Plant project (VND 243 billion) was held the international competitive bidding, there were 18 contractors buying the bidding documents and 9 contractors submitting the letter of bids. Specially, these 9 contractors were all foreign. The contractor SFCJV awarded the bid of VND 200 billion, 17% of saving rate. “Da Nang has implemented series of projects applying this contract model in the field of waste water treatment like Son Tra. In June 2016, Da Nang will hold 2 biddings of civil works for waste water treatment plant”, Mr. Tran Trung Kien, the Chairman of Ho Chi Minh City Environmental Sanitary project, Phase 2 of WB said.
Meanwhile, the WB confirmed that they will only fund for the construction, the State budget will have to take responsibility for the entire operation, therefore, the application of DBO would be the best opportunity for State to "order" to the private contractors in term of operating items over 10 years as estimated.
