HANOI, SEPTEMBER 1 (Engineering Daily) -- The Hanoi Bus Rapid Transit (BRT) is one of the components of Hanoi Urban Transport Development Project which has been approved by Hanoi People's Committee at Decision 1837/QĐ-UBND dated May 10, 2007. This World Bank funded ODA project is an important step in improving the city's urban transportation network and strengthening public transport capacity.

The first BRT that was tested and constructed in Hanoi is Kim Ma – Yen Nghia route, started in earlier 2013 and estimated to take into operation in Quarter II/2015, however, it has been postponed so far. The project is 4.7 km long with 21 shelters located on the median line. The bus can carry 90 passengers with frequency of 3 minutes/trip. The total investment is of USD 55 million using WB loans. The counterpart fund is from land clearance cost.

According to the project management specialists, it will take only 30 minutes from Kim Ma to Yen Nghia instead of more than 1 hour for conventional bus. However, Hanoi is still finding the feasible solution to take into operation end of this year due to the followings reasons;

Firstly, BRT needs a priority road. The Kim Ma – Yen Nghia route is designed with a 3.5 m wide priority road that is in the median line. The vehicle cannot be prohibited running in this priority line while high traffic density. It is weird that sometime, the priority road has no vehicle while congestion occurred in other sides.

Secondly, an automatic ticket station will be installed in the BRT route using magnetic ticket and smart pass. This system requires some bus services to utilize the electronic technology simultaneously. In fact, there is only Kim Ma – Yen Nghia route via these shelters, the other conventional buses will stop in the bus stops in right side and people will buy the paper ticket.

Thirdly, the traffic light is another problem. According to the frequency of 3 minutes/trip one way, one BRT will pass the intersection with the interval of 1.5 minutes with a green sign for priority. Thus the other side shall be red signal prohibiting any traffic causing big problem during rush hours.

Hanoi resident will choose BRT or back to private vehicles.
