HANOI, JANUARY 20 (Engineering Daily) -- The Deputy Prime Minister, Pham Binh Minh has approved the proposal of “Transport connections in Northern Mountainous Provinces project” and “Upgrade East-West Corridor in Greater Mekong Subregion (GMS) project” using ADB loans.
The Deputy Prime Minister noted that, the use of loans for site clearance should be carefully considered and reviewed by Prime Minister in term of project investment policy in order to increase as much as possible the role and responsibility of local authorities in the site clearance activity and resettlement, minimizing the loan for this work.
The Deputy Prime Minister also approved the investment policy of Technical Assistant project to enhance the connectivity of GMS corridor using ADB’s non-refundable aid.
Financial mechanism for investment projects listed above will be determined on the basis of specific results of works between the Ministry of Planning and Investment and the Ministry of Transport with donors. The Ministry of Finance shall coordinate with the Ministry of Transport, local authorities and relevant agencies to identify suitable financing mechanisms, reporting to the Prime Minister for consideration and decision.
The Deputy Prime Minister assigned the Ministry of Transport to prepare Pre-feasibility Study Report for investment projects, implement the internal procedures for evaluating the pre-feasibility study report, and submit to the Prime Minister for review and making decision; prepare and submit to the Prime Minister the documents and investment policy for the projects in accordance with current regulations for approval; and conduct approval procedures for Technical Assistance project to strengthen connections of GMS corridor in accordance with current regulations.
The Ministry of Transport shall coordinate with the Ministry of Planning and Investment in allocating counterpart funds from the annual budget of the Ministry of Transport or other legitimate sources to carry out the basic design for investment projects in line with the progress of implementation of ADB’s non-refundable aid to ensure the progress of the project preparation.
The Deputy Prime Minister assigned the Ministry of Planning and Investment to submit to the Prime Minister for review and making decision based on Pre-feasibility study Report of the Ministry of Transport whether to establish an interdisciplinary evaluation council or agency to be in charge of Pre-feasibility study Report evaluation.
