HANOI, July 3 (Engineering Daily) -- The Ministry of Transport (MOT) is proposing the Prime Minister to hire foreign consultants to study, review and adjust the Tan Son Nhat International Airport plan in two options.
Particularly, with Option 1, the MOT proposes to hire foreign consultants to conduct a land use assessment for aviation; Surveying and adjusting the planning of Tan Son Nhat International Airport (not limited to land use planning) in order to improve the exploitation capacity in line with the transport development pace and Long Thanh International Airport construction plan. The results of this study will be independent of previous research. The implementation time is about 12 months (after the selection of consultants) with the estimated budget of VND 40-50 billion.
With Option 2, the MOT proposes to hire foreign consultants to conduct a land use assessment for aviation; Studying, evaluating, verifying and reviewing the study results of adjustment planning of Airport Design and Construction Consultancy One Member Limited Liability Company (ADCC); It is proposed to upgrade and extend Tan Son Nhat International Airport to improve capacity of the port, in line with the transportation development and Long Thanh International Airport.
In the two options mentioned above, the MOT has evaluated that the Option 2 would use the results of previous survey and research, with a projected implementation time of about 4 months (after selecting consultants), the budget is estimated at VND 10-15 billion.
“In the difficult state budget condition, the MOT can propose to the Prime Minister to allow the use of capital from the Development Investment Fund of the Vietnam Airlines Corporation for implementation"- MOT proposed.
Also, from the options proposed, the MOT has asked the Prime Minister to consider and approve to allow that the MOT assign Civil Aviation Administration of Vietnam to act as the planning organization; Assign Vietnam Airlines Corporation as an investor implementing under Option 2.
Previously, in the document No. 6582 / BGTVT-KHDT dated 19/6/2017 to the Prime Minister, the MOT has proposed the Prime Minister to allow the appointment contractor selection form for foreign consulting firms having enough capacity and experience to carry out survey, research and proposal of Tan Son Nhat International Airport expansion plans. About this content, the MOT proposed plans to carry out procedures for appointment contractor selection (expected to be one of consulting firms from France, Singapore, South Korea and USA who have participated in the examination of architecture of Long Thanh International Airport).
