HANOI, July 17 (Engineering Daily) -- Ministry of Planning and Investment (MPI) has just sent a document to the People's Committee of 7 localities asking to expedite a project proposal and finalization of investment procedures for the Coastal Road Project funded by the State Budget in the period 2016-2020.
The project goes through seven provinces, including Hai Phong, Quang Ninh, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa and Nghe An.
According to the Ministry of Planning and Investment, the Ministry has received a report reviewing the list of projects, estimated capital and finalization of investment procedures in the PPP form using State budget in the 2016-2020 period. Through the study, the MPI realized that Quang Ninh's proposal was not appropriate in line with the plan approved by the Prime Minister; the proposal of Hai Phong city, Thai Binh province and Ninh Binh province are not suitable for the subjects in accordance with the principle and criteria for allocating central counterpart budget (contributed capital of the State) to projects in the form of PPP. Provinces of Nam Dinh, Ninh Binh, Thanh Hoa and Nghe An have not prepared the project proposal yet.
According to the regulations, the State budget only supports localities to carry out ground clearance or to implement part of the project in accordance with the regulations for investment projects in the form of PPP. Consequently, the MPI requests the People's Committees of provinces and cities concerned to urgently direct the functional agencies to prepare the Project Proposal (Pre-Feasibility Study Report for Group A Projects), complete the initial procedures according to the provisions of the Law on Public Investment, Decree No. 15/2015 / ND-CP and Circular No. 06/2016 / TT-BKHDT of MPI. And the ministry shall summarize and report to the Prime Minister for consideration and decision.
