HANOI, October 17 (Engineering Daily) -- Since the Japan International Cooperation Agency has not paid attention to the My Thuan 2 Bridge Project, the Ministry of Transport wants to borrow capital from the Korea Economic Development Cooperation Fund for soon implementation.
The MOT has requested the Ministry of Planning and Investment to consider and submit to the Prime Minister for approval the project proposal of building My Thuan 2 Bridge using ODA loans from Korea.
Accordingly, the loan from EDCF through Korea Export-Import Bank - Keximbank is USD 188.3 million of the total project investment of USD 217.90 million. The rest is counterpart fund of the Vietnamese Government of USD 29.6 million.
The MOT has proposed to apply the State budget’s financial mechanism allocating 100% of the ODA loan from the Korea and the counterpart fund of the project to the MOT.
It is reported that the project has a length of 5.8 km with the starting point at Km101 + 600 and the last point at Km107 + 405.58. The project is parallel and 350m away from existing My Thuan Bridge upstream.
For the approach road, MOT has proposed to invest 4 lane limitation phase first (completion phase of 6 lanes, cross section of 32.25 m, speed of 100 km/h) with a speed of 80km/h to suit with the scale of Trung Luong - My Thuan and My Thuan - Can Tho expressways in implementation progress with the cross section of 17 m. The bridge will be built with 6 lanes limitation, speed of 80km/h and cross section width of 25m.
If approved by the Prime Minister, the MOT will start preparing the project from Quarter 4/2017 to 2020; the construction period is 3 years (2021 - 2023).
It should be said that the My Thuan 2 Bridge project has been proposed by the MOT using Japanese ODA loans. However, JICA has not yet paid much attention to this project but focused on the construction of Dai Ngai Bridge.
Meanwhile, the expressway section Ho Chi Minh City - Trung Luong is in operation, Trung Luong - My Thuan and My Thuan - Can Tho expressways are under construction in the form of PPP, striving to complete in 2019. Therefore, the early investment in construction of My Thuan 2 Bridge is very necessary to connect expressway from Ho Chi Minh City to Can Tho.
Facing the situation to invest My Thuan 2 Bridge to connect with Trung Luong - My Thuan and My Thuan - Can Tho expressways, on July 12, 2017 the MOT worked with the Acting President of Korea Export - Import Bank, Mr. Hong Young Pyo to review the implementation of projects funded by EDCF in Vietnam and My Thuan 2 Bridge Construction Project were discussed and agreed upon by the two sides to review and bring it to the proposal project list using Korean loans in the financing plan in the coming time.
