Comprehensive Flood Control Program in Central Luzon

Manila, October 4 (Engineering Daily) -- On Friday, there was a meeting after the Typhoon Ompong in Central Luzon where it has compromised to invest PHP54 billion flood mitigation project to curb flooding in Pampanga and Bulacan,

The House Speaker Glorai Macapagal-Arroyo who presided over the meeting said in an interview "What was discussed is for floods to go through different areas in Nueva Ecija before going down to Pampanga and Bulacan under the Pampanga River project." It has turned out that Pampanga and Bulacan were hard-hit by flooding.
 
The Department of Public Works and Highways(DPWH) is set to bid the feasibility study for the program on October 11 and program includes the construction of the stalled Pampanga Delta Development Project(PDDP) 2.

Implementing PDDP 2 was scheduled as a sequel of the PDDP 1 but it was cancelled during President Fidel Ramos regime for the opposition of local officials and residents.
 
Arroyo continued saying the subject of the new proposal is the Phase 2. The first one Pampanga Delta Development Project (PDDP) Flood Control Component has already been undertaken and the Phase 3 that will cover flood path from Gabaldon and Rizal towns in Nueva Ecija to Arayat, Pampanga would come in 2019.

“The program is composed of short-term and a long-term,” Arroyo said. The short-term plan includes the dredging and the construction of a floodgate and they worth PHP680 million in total(the dredging PHP450 million and the floodgate PHP230 million).
 
The long term include the construction of PHP15.32 billion dike, PHP16 billion the Pampanga Delta Phase II, PHP13.5 billion West Pampanga Flood Control Project, and PHP9.30 billion 40-kilometer dike with tidal gates.

Nueva Eciija Rep. Rosanna Vergara said in an interview that the DPWH and the Department of Environment and Natural Resources are cooperating with local government units, especially Cabanatuan City to craft short and long-term flood mitigation programs.

She added "The short term is desilting and the long one is building dikes to re-channel the water pathway."
