HANOI, May 9 (Engineering Daily) -- The PMU 85 has just submitted the proposal for Project of Expressway Ham Nghi - Vung Ang (Ha Tinh province) under BOT model with total capital of 6,707 billion for 53Km road to MOT for approval.
According to the proposal, the Expressway Ham Nghi - Vung Ang that is in the expressway network plan approved by the Prime Minister, is estimated to finished within 2020.
This route will help to connect the North Central to the Northern region, to reduce the overload on the existing Highway 1, as well as to meet the requirement of transportation growing day by day on the route North-South, promote the economic society development, national security and enhance the traffic safety.
Accordingly, the project has a length of 53.4 Km with the first point (Km 513 + 640) intersecting with Ham Nghi street, Ha Tinh City and end point (Km 567 + 040) intersecting with Highway 12C, Ky Anh Town (Ha Tinh). The project will have 04 expressway lanes, road width of 24.7 m and the design speed of 120 km/h.
In Phase 1, the expressway will be built with total capital of 6,707 billion estimated (excluding the interest), 4 lanes, 17 m road width, design speed of 80 Km/h. There will be 13 main bridges. The land use is approximately of 362.2 hectares.
To ensure the project feasibility, the proposer has suggested the Government to fund 2,118 billion and the BOT investor of about 5,257 billion to build the Expressway Ham Nghi - Vung Ang with 4 lane scale.
According to the leader of PMU 85, the project will be effective in terms of finance and will be charged a toll during 22 years 8 months. The charging will be expected to start from 2020 with the rates of VND 1,500/standard vehicle/km, then 12% fee increased every 3 years.
If ratified by MOT, the project will be started in the first Quarter 2017, the estimated time of 3 years.
