HANOI, May 25 (Engineering Daily) -- The Deputy Prime Minister, Trinh Dinh Dung, has just requested the Ministries, Departments, Units related to expedite the progress of BOT power project implementation to meet the requirement as per approved schedule, ensuring the energy security.
Particularly, the Ministry of Industry and Trade is assigned to coordinate with Ministries and relevant agencies to accelerate the BOT contract negotiations, the Government Guarantee and Undertaking (GGU) and other relevant documents of the projects under negotiations; strive to complete negotiations and sign investment agreements in 2016 to move to the next step for the BOT projects such as Nghi Son 2, Vung Ang 2, Vinh Tan 3 and Van Phong 1; expeditiously finalize and promulgate mechanisms to handle power projects behind schedule, resolutely implement the measures to withdraw the project and give to other investors in case the project does not comply with the commitments, extending causing big impact on the overall progress of the project as per the direction of the Prime Minister in Notice No. 385 / TB-VPCP issued by Government Office dated 11/23/2015.
At the same time, the Ministry of Industry and Trade continues to review the BOT power projects that have been assigned by the Prime Minister to develop the project, but delayed affecting to the progress. The proposals to solve problem will be reported to the Prime Minister. Based on the fact and the list of power projects approved in the power revised planning VII, the Ministry of Industry and Trade has instructed to research the structure of BOT power in the national power system in the coming period and to report the Prime Minister.
The Deputy Prime Minister Trinh Dinh Dung also requested the Ministry of Planning and Investment and Ministry of Industry and Trade to closely coordinate during the contract negotiation and Government Guaranty and Undertaking of BOT power projects, thereby accelerating progress of registration investment certificates in accordance with law.
The Ministry of Finance coordinate with Ministry of Industry and Trade in stipulating the payment formulas for early termination in conformance to each specific conditions, applying for the BOT power projects in negotiation progress.
The Prime Minister has approved the adjustment national power development planning period 2011 - 2020 upward to 2030 (adjustment power planning VII). Accordingly, to meet electricity demand continuing to raise in the coming years, in the period up to 2030, about 90,000 MW of new power sources will be invested and exploited, in which 16 BOT power projects with a total capacity of about 22,000 MW.
